Understanding School Sites

Having schools in new communities is an important consideration for many new home buyers. Understanding how this process works is key to knowing when the new school will arrive in your new community.

The number of school sites required in a new community and where they are located is determined by the municipality and the school board(s). The decisions about school board ownership are typically decided in the planning phases of the new community. During this phase the boards will create a priority list for new schools and each year advocate for the funding for the highest priority sites. Sites are then assessed and placed in the Capital Plan for the School Board to develop in conjunction with provincial funding. Once the Province funds the construction of a new school, the school board will then take ownership of the site from the municipality.

The developer’s role for these new sites is donating the land for the site to the municipality. The municipality will then hold the land for the school board. Once the location of the site has been decided and land has been donated, the developer is responsible for the following:

  • Landscaping of the site
  • The boundary infrastructure, including the surrounding roads, sidewalks, watermains and sewers
  • Services for the site including, water, sanitary and storm services for the site

Development of school sites will happen at the same time the surrounding area is being developed in the community; this is often referred to as the development of phases. For example, if the school site is in Phase 3 of a community, all the school site work will happen when Phase 3 of the community is under development. Once all of these items are complete, the developer will maintain the site for a 1-2 year warranty period.
